What is Cool? What is â€Å"cool?† Does it have to do with temperature or someone’s personality? Is it a slang word or a proper English word? And most importantly, how is it decided that something or someone is cool? Cool is a word that can have many different meanings, can be used as slang or proper English, and can be subjective when it comes to using it. I use the word in a couple of ways, but not all are in the Oxford English Dictionary, likewise, the Dictionary recognizes meanings of cool that I did not even know. When I think of the word cool, I immediately think of it much the same as my peers would: a desirable image that excites the mind. Something cool can be a person, place, or thing. Cool is desirable because it is†¦show more content†¦Just as warm is to hot, cool is to cold. I might say that it is cool outside if it is not freezing yet, but I can barely see my breath. I can also say that an object is cool, like an apple just taken from the refrigerator. Anything that is not quite cold can be considered of cool temperature. Cool temperatures fall into the region between cold and average. These temperature regions are defined by the person describing the temperature. Cold feels cold; average feels average, and cool falls between the two. This feeling that defines cool makes standards of cool hard to specify. Each person has a good idea what she or he thinks a cool temperature is. Someone from Phoenix, Arizona might think a cool temperature is between 60 and 70 degrees Fahrenheit, while someone from Alaska might think cool is anything between 40 and 50 degrees Fahrenheit. It can also depend on how a body is feeling at the time. If a person is sick and has the chills, temperatures normally considered warm would now be considered cool. Just like my first definition, cool is different for everyone. With my definitions, I can use cool as an adjective or a verb. My first definition – cool is a desirable image that excites the mind – can only be used as an adjective. I can use this cool to describe anything I am interested in, anything that excites me. The Hatch Act Of 1939 The Hatch Act of 1939 Under Hatch Act of 1939, federal employees, employees of the District of Columbia (D.C.) government, and certain state and local government employees faced significant restrictions on their ability to participate in political activities and placing ceilings on campaign expenditures. The act is named for its author, Senator Carl Atwood Hatch (1889-1963) of New Mexico. (There was an earlier Hatch Act (1887), named for Representative William Henry Hatch (1833-96) of Missouri, concerned the study of scientific agriculture.) The Hatch Act of 1939 passed following several big corruption cases involving the burgeoning post-New Deal bureaucracy, and was aimed at the civil service. But by its terms, it applies to almost anyone on the U.S. government payroll. Only the president, vice president, and appointees requiring Senate confirmation (such as Cabinet secretaries) are exempt. The original Hatch Act forbade government employees to raise funds, give partisan public speeches, or volunteer for any candidate or party. Among its provisions, the Hatch Act prohibited such practices as threatening, intimidating, or coercing voters in national elections; made it illegal for administrators in U.S. civil service to interfere with the nomination and election of candidates to federal office; proscribed the practices of promising and withholding certain kinds of employment and unemployment relief as a reward or punishment for political activity; and prohibited the solicitation of political contributions from relief recipients. Enforcement of the Hatch Act was always erratic, and there was no serious attempt to apply its general ban on politicking to the White House. The Hatch Act was amended in 1940 to put a $5000 ceiling on annual individual contributions to campaigns for any one candidate for election to federal office and to limit the contributions received and expended by political committees to $3 million a year. The purchase of goods or advertising, the proceeds of which would benefit candidates for election to federal office, was prohibited. All provisions of the act relating to federal employees were extended to state employees engaged in any function financed by federal funds. Later statutes, especially those of the 1970s, dealt with the use and limitation of campaign contributions. In 1993, with President Clintons backing, the Hatch Act was amended to allow all these things, so long as they are done outside the workplace and government employees dont exploit their positions for political purposes. The Hatch Act reform permitted more political activity by federal and D.C. government employees andliberalized restrictions on partisan political activities by off-duty federal employees. Further, by Department of Defense (DOD) policy, Presidential appointees confirmed by the Senate and non-career SES members may not engage in actions that could be interpreted as associating the DOD with any partisan political cause or issue. (These amendments did not change the provisions applying to state and local employees.) With the 1993 amendments, many federal employees (including Army civilian employees) are now permitted to take an active part in political management or in political campaigns. However, certain federal agrncies and categories of employees continue to be subject to important restrictions on political activities (including partisan candidacy, solicitation of contributions, and on-duty political activity). The amendment specifically allows employees of the Executive Office of the president to engage in political activity. The law defines political activity to include anything campaign-related--organizing events, planning party strategy--except fund raising, which it completely prohibits. These same limits apply to Cabinet secretaries and all other presidential appointees approved by the Senate. The Will To Power Essays - Friedrich Nietzsche, Will To Power the Will to Power In the Will to Power, Nietzsche claims: The will to power interprets (-it is a question of interpretation when an organ is constructed): it defines limits, determines degrees, variations of power. Mere variations of power could not feel themselves to be such: there must be present something that wants to grow and interprets the value of whatever else wants to grow. Equal in that- In fact, interpretation is itself a means of becoming master of something. (The organic process constantly presupposes interpretations.) Part I of this paper unpacks this passage concerning the nature of interpretation to reach the crux of Nietzsche's argument. Part II then contextualizes this argument with respect to his claims regarding perspectivism and interpretation. Finally Part III raises the most plausible critique of Nietzsche's claim of perspectivism as possible responses by Nietzsche in his defense. I. Analysis In the passage above, Nietzsche claims that it is not human beings which interpret, but rather, it is "the will to power [that] interprets." As discussed in lecture, the organic process which presupposes interpretation is essentially the very process of adaptation by which an organism tries to fit itself into its environment and to other species around it, such as its predators and its prey. This process is a way in which the organism physiologically interprets the world. So interaction is the fundamental phenomenon of the forces that make up the will to power and these interactions in so far as they are systematically centered around a particular center of power, can be called a perspective or interpretation which that center of force gives of its surrounding environment. And what we think of as this specifically human interpretation is only the conscious psychological realization of this much more fundamental law of nature. Thus it is the will to power that interpreter! s, and it does so by appropriating, that is, knowledge is a process of appropriation. To understand what Nietzsche means by appropriation here, we can look to section 515 where he states "not 'to know' but to schematize-to impose upon chaos as much regularity and for as our practical needs require." In this statement, Nietzsche claims that interpretation is "to impose upon chaos as much regularity and form as our practical needs require." So for the plant, or some animal that preys on its environment, they will distinguish only between things that are useful and that which is not useful to the individual. The predator has no sense of distinction between this or that individual fly; one fly is all the same because it is simply food. However, in treating these different bits of prey as equal, it schematizes and organizes, and simplifies the world for itself. That is, once we start to recognize them as equal-this is the same as that-we begin to categorize them accordingly. ! Sluga illustrates how as human beings we say: "that this person which I just met a couple days ago is still the same person, although he has changed in slight ways, maybe he was wearing a cap back then." As human beings, we recognize there is a difference, but the difference is not important to us. In this process of equalization, man imposes schema and order on the world; and that is really the nature of interpretation and the will to power. II Contextualization of Nietzsche's Argument Having completed my analysis of Nietzsche's discussion in section 643, I would now like to move on to contextualize the implications of this claim with respect to perspectivism. To begin, section 636 we see how Nietzsche connects the concepts of perspective and interpretation with the concept of the will to power.
